Sometimes that's code for, "Of course, I have the power to help you, but I am not going to. But you know and I know that the truth is: 'I don't want to help you, which explains the absence of helping at this particular juncture and at all future junctures.' "
But in this case meaning is as meaning said: "Would love to make it happen. That and a nickel gets you a presidential bas-relief."
